PRESCRIPTION DRUG PLANS
In the early 19th century Thomas Jefferson was the leader of a political
party that was committed to limited government. If Mr. Jefferson were
President of the United States in the early 21st century, would he propose,
support and sign into law a prescription drug plan?
- if so, on what constitutional basis?
- if not, why not, since it clearly improves "the general welfare?"
